Newport Beach declared a local emergency on October 19 to prepare for forecasted record-breaking tides expected to impact Southern California coastal communities through Thursday. The city began deploying staff to inspect infrastructure, reinforce beach berms, and install sandbags and other protective equipment more than a week before the high tides were scheduled to arrive.

The National Weather Service (NWS) warned that significant coastal flooding is expected in San Diego and Orange counties. This weather event could close roads and inundate homes, businesses, and critical infrastructure. To the north, a wide swath of the coast from San Luis Obispo County to Los Angeles County may experience minor to moderate flooding, with tides reaching as high as eight feet.

Newport Beach city manager Seimone Jurjis stated that ocean water levels in the region are currently 15 to 22 inches higher than expected due to El Niño and the Kelvin wave. Jurjis noted that a foot and a half of additional water can mean the difference between water staying below a seawall and water spilling into streets, garages, and homes during the highest tides of the year.

The NWS office in San Diego advised residents to avoid beaches during high tides and stay farther back from the ocean than usual because waves will run much farther up the beach. The agency also recommended staying off rock walls and jetties and ensuring that flood-prone property is protected. Newport Beach is providing free sandbags and has asked residents to inspect vulnerable areas around their properties.

The region has already faced extreme weather this month. Flooding overtook city streets, and large waves struck beachside homes. The remnants of Tropical Storm Rachel left a trail of destruction in California, damaging homes, destroying a boardwalk, and forcing residents to evacuate.

With a historic El Niño unfolding in the Pacific, California is expected to face severe storms this winter. The current tidal forecast represents an early test of the region's preparedness for the upcoming season.

City officials are continuing to monitor water levels and adjust protective measures as the tides rise. Residents in Orange and San Diego counties are urged to follow local guidance and keep low-lying areas clear of debris and vehicles.
